6:08 P.M. Meeting called to order by Jack Babbitt, Vice Chair.

Jack introduced self and gave brief statement: “As provided by the Brown Act, person in the audience may address the committee in connection with any agenda item or during the public comments period.  Anyone desiring to speak please complete a speaker card and submit it to the secretary.”  Translation to Spanish Available

 

1-Pledge of Allegiance, Roll call of members, 19 present, quorum

4-Presentations:

·        Banning High School - Presentation of sports Equipment from WNC,

·        Jacob Haick, 15th Council  office gave report, Q&A

·        Mia Lehrer Architects-presentation on behalf of WNC Gateway Beautification Committee, comments form council members, form audience, Q&A, more public comments

     Tim Kephart gave presentation on graffiti abatement program being used in Carson and also by the Harbor NC, Q&A, $24,000 per year

 

5-Report of officers

Chair:  no report, vacation.

 

Co-Chair: Jack Babbitt spoke about DONE congress and conference on 10-09-04

 

Secretary- Lucia Moreno – Correspondence- 6 letters read

 

Treasurer- Patrick Wilson gave finance report, balance $2,908.54

 

6-Report of Standing Committees:

Executive Committee:  Jack B asked for volunteers form congress, and gave out budget surveys, information on Chick audit, and on Park Ranger proposal

 

PCAC: Donna Ethington gave report.

  

Finance: Patrick W presented status of funding, presented 2 motions:

  • Action Item- WNC approves reallocation of 1st quarter budget to provide $5000 to Wilmington BID sponsorship for Holiday street lights, discussion, Q&Q, vote, 19 yes, unanimous Passed.
  • Action Item- WNC approved reallocation of 1st quarter budget to provide $2,500 to Wilmington Chamber of Commerce for sponsorship of community Holiday parade, discussion, Q&A, further discussion, vote, 15 yes, 4 abstain, passed.

 

Transportation: Donna E gave report

 

Public Works: Cecilia Moreno reported on Banning Museum fence request.

 

By Laws Committee: Jack B gave report, fencing of Banning still being considered.

 

7-Stakeholder reports: 

  • Residents: Lucy Mejia announced next mtg.
  • MAL-Skip gave report

 

8-Communications elected officials:

·        DONE-Mark Lewis gave update and invited all to Oct 9th Congress
