MINUTES of The Wilmington Neighborhood Council
Governing Board
August 27, 2003

6:14 P.M. Meeting called to order by Toni O’Donnell.
Patrick Wilson led pledge of allegiance.
Toni O. introduced self and gave brief statement: “As provided by the
Brown Act, person in the audience may address the committee in connection
with any agenda item or during the public comments period. Anyone desiring
to speak please complete a speaker card and submit it to the secretary.”
Announced translation to Spanish available.

2 - LAPD/SLO report:
Officer Terri Casey reported on catering trucks issue
3 - Public Comments:
Dr. Michael Mahan, Eddie Weinberg, Dick Fleming, Carmen Becerra, Bill
Schwab
Minutes from May and July meeting read and accepted.
4 - Report of officers
Chair: Toni O’ gave handout to members on budget “Wilmington
Community Budget Survey, in English and Spanish. Read Instructions
carefully and asked that all members please ask their groups to complete
and return. Our WNC has to collect 200 surveys to turn in to DONE by
Sept 30th. If you can return them to WNC by 22nd we will tabulate results
and present them at meeting on 23rd. We also need to choose a representative
to the Neighborhood Service Area Panel. This panel will prioritize
the service area. Congress will be Nov 1st.
Secretary - Correspondence - 2 items, survey and Mr. Hernandez letter,
Viacom presentation
Treasurer - Patrick W gave July report handout. Total spent $874.74.
Balance $10,256.21
5 - Presentations:
Ken Melendez from Wilmington Business Improvement District: BID wants
to fix tree and put pavers in the area Requests that WNC give $5000
to BID to put up Christmas lights. Regarding Viacom furniture, BID
has 3 concerns it wants addressed before they can support it. Gave out
letter with concerns
VIACOM: Gave presentation on what they provide, bus shelters, public
kiosks, toilets. Free maintenance and funding to city and council for
furniture placed. Lance Oishi of Street services can be reached at (213)
847-5106 with concerns.
Port of LA - Pasha: Dr. Appy reported on Environmental Impact Report
(EIR) that is required of PASHA Terminal, which proposes to consolidate
activities and expand business. Public comments are being accepted and
position of WNC members and council is encouraged to comment on air
issues, traffic issues, etc. Dina Zalen described elements of project.
6 - Communications/Elected Officials
Donny Brooks from Mayor’s Office gave report on NBG funds used,
sidewalk repairs, spent $500,000 to date.
Sergio Carrillo from Council office gave report, including repairs
on Wilmington Blvd, Town Hall meeting for LAPD on Oct 3rd with Chief
Bratton.
Eddie Greenwood on park renovation program is to have meeting next
week
Mark Lewis from DONE gave report

Budget Panel Representatives: Toni O’ and Eddie Greenwood, vote, unanimous.
7 - Report of Standing Committees:
PCAC: Donna Ethington gave report. Lenna M reported on presentation
from Pacific Energy
Land Use: Skip B gave report
Finance: Pat W gave report on process for getting $50,000 in funding
that each NC can get from city. You can receive up to $12500 per quarter
or showing need, maybe more but not more that 50K per year. Please
submit detail of suggestions for expenditures to finance committee.
Public Works: Action Item: To allow any Wilmington stakeholder who
attends two consecutive Public Works Subcommittee meetings the right
to vote and or make motions at the third PW subcommittee meeting or
meeting after that which they may attend. Attendance shall be determined
by the PW subcommittee sign in sheet. In order to establish a quorum
at a PW subcommittee meeting, there must be 51% WNC PW subcommittee
member in attendance. Vote, passed.
Gateway Beautification: Jack B announced meeting for Sept 11th at 12
noon.
8 - Stakeholder committees:
Member at Large motion for toilet funds tabled for further info.
Labor - Eddie Greenwood request for support is to report back after
meeting with Council office.
9 - New Business
Skip Baldwin will chair Early Notification Task force. Will
have a tracking form.
Meeting Dates will be discussed next month for Nov and Dec
