6:08 P.M. Meeting called to order by Toni O’Donnell.
Toni O. introduced self and gave brief statement: “As provided by the
Brown Act, person in the audience may address the committee in connection
with any agenda item or during the public comments period. Anyone desiring
to speak please complete a speaker card and submit it to the secretary.”
1-Pledge of Allegiance, Roll call of members, 19 present, quorum
2- Public Comment on Non-Agenda items

3- Approval of Minutes for July

Harbor Division-Captain Gannon spoke on Temporary station at Bay view
& Neptune, Q&A

& Ben Phillips from Mercy Housing/LA Community Design Center spoke
on Dana Strand site development, Q&A from council members. Public

Chair: Toni O’ gave several reports on upcoming mtgs.
Co-Chair: Jack Babbitt spoke about committee signup sheets (everyone
on council has to serve)
Secretary- Lucia Moreno – Correspondence- 8 letters read
Treasurer- Patrick Wilson gave finance report, balance $3,719.34, Q&Q
6-Report of Standing Committees:
Executive Committee: Jack B presented the standing committee chairs
and members
- Motion to support the housing
development as presented by Mercy Housing/LA. Motion by Eddie Greenwood
to Table Motion from executive committee. Discussion of Greenwood
motion. Eddie G removed his motion. Extensive discussion on the
original motion. Motion by Cecilia Moreno, Second by Jack Babbitt
that WNC does not support the housing development as presented by
Mercy Housing/LA community design center at former Dana Strand site.
Discussion, board comments, Public Comment, Vote, 16 Yes, 2 No, 2
Abstain, Motion Passed.
Gateway Committee: Jack B reported that WNC has received some of the
designs being developed for Wilmington gateways. They might be able
to present them in September.
PCAC: Donna Ethington gave report.
Land Use: Skip Baldwin
Finance: Patrick W no report.
Transportation: Donna E – no report. Jesse Marquez submitted publication
to committee to review.
Public Works: Cecilia Moreno reported on Banning Museum fence request.
By Laws Committee: no report.
7-Stakeholder reports:
- Residents: Lucy Mejia announced
next mtg.
- Tony O’ for Park Advisory reported
on Pools in Wilmington
8-Communications elected officials:
- Jacob Haik, 15th District Council
