MINUTES of The Wilmington Neighborhood Council
Governing Board
July 28, 2004

6:10 P.M. Meeting called to order by Toni O’Donnell.
Toni O. introduced self and gave brief statement: “As provided by the
Brown Act, person in the audience may address the committee in connection
with any agenda item or during the public comments period. Anyone desiring
to speak please complete a speaker card and submit it to the secretary.”
1-Pledge of Allegiance, Roll call of members, 19 present, quorum
2- Public Comment on Non-Agenda items
Jim Quigley from LA City Street Bureau, Donald Compton, Art Hernández,
Ken Melendez, John Lambert, Jim Arias
3- Approval of Minutes for June
4-Presentations:
- Installation and Pledge of Governing
Board Members
- Presentation of sports Equipment
to Youth Sports Programs, Jose Almanza from South West Soccer League
and Trish Hever from Wilmington girls Basketball
5-Report of officers
Chair: Toni O’ gave several reports including WNC Budget Day, matching
grants, code watch, and East Wilmington community Center groundbreaking
on 7-29-04.
Co-Chair: Jack Babbitt-no report
Secretary- Lucia Moreno – Correspondence- 7 letters read
Treasurer- Patrick Wilson gave finance report, balance $4,848.34
6-Report of Standing Committees:
Executive Committee: Toni O’ gave meeting over to Jack Babbitt for
Election of Executive Board for 2004-2005 term.
Nominated board was elected unanimously with results: Chair-Toni O’,
Vice Chair-Jack Babbitt, Secretary-Lucia Moreno-Linares, Treasurer-Patrick
Wilson, Parliamentarian-Dennis McCarbery appointed to 2 year term before.
PCAC: Donna Ethington gave report and copy of resolution for next board
meeting vote.
Election of PCAC representatives (2) and Alternate Rep (2)
Elected to represent the Wilmington Neighborhood Council at PCAC Donna
Ethington and Tony Ringor, and Elected as Alternate representative for
WNC at PCAC Lena McCarbery and Toni O’Donnell.
Land Use: Skip Baldwin asks that WNC request presentation from Planning
Department on “Inclusionary Housing”.
Finance: Patrick W presented status on funding and request for WNC
to approve 1st Quarter Budget Allotment for fiscal year 2004-2005, discussion,
vote, passed unanimously.
Transportation: Donna E gave report and presented motion that WNC not
approve the PORT of LA Baseline Transportation Study or otherwise acting
upon the study until independent review can be conducted, discussion,
Maricela Caraballo requests motion be tabled, Dennis McCarbery seconds,
7 yes, 11 no, 3 abstain, motion to table failed, discussion continued,
public comment, vote on original motion, 11 yes, 6 no, 4 abstain, Motion
Passes.
Public Works: Cecilia Moreno, chair, request motion for WNC to request
response from Council District Office on prior request regarding status
on request to review and update Wilmington/Harbor Coty Community Plan,
discussion, passed Unanimously.
By Laws Committee: Maricela Caraballo passed out Code of Civility and
report on Controllers meeting.
