MINUTES of The Wilmington Neighborhood Council
Governing Board
July 23, 2003

6:15 P.M. Meeting called to order by Toni O’Donnell.
Patrick Wilson led pledge of allegiance.
Toni O. introduced self and gave brief statement: “As provided by the
Brown Act, person in the audience may address the committee in connection
with any agenda item or during the public comments period. Anyone desiring
to speak please complete a speaker card and submit it to the secretary.”
Announced translation to Spanish available.
Introduction and Installation of 2003/2004 Governing
Board Members.
Toni gave each council member a binder with information and tabs for
keeping minutes of council.
Abigail Zimmerman from Mayor Hahn’s office administered the pledge
to council members as 2nd year of WNC begins.
Election of Executive Board was held.
Results: Toni O, Chair, Jack Babbitt, Co-Chair, Lucia Moreno-Linares,
Secretary, Patrick Wilson, Treasurer.
1 - Roll call of members:
17 present at call, (Attendance sheet attached).
Minutes from June mtg. read and accepted.
2-Action Items
A-Recommendation from Executive and Finance Committee to reallocate
funding as follows:
$3400. from Newsletter allocation for staff support,
$600 from Newsletter allocation and $400. from Community Events for
postage allocation.
Discussion, close, vote, unanimous, Passed.
B-Recommendation from Executive Committee and Senior Stakeholder Committee
to participate in the Title V-Senior Community Service Employment Program
to hire additional staff to help with office work for the WNC at no
cost to WNC.
Discussion, close, vote, unanimous, Passed.
3-General Overview of WNC
Toni O’ gave brief overview of WNC and neighborhood council system
history, went over inserts in binder that cover charter, bylaws, etc.
Asked everyone on council to make use of binder and information it contains.
Trish Salas, Toni O’ and Patrick W will attend Budget Day on Sat 6-26-03.
Toni O’ passed out roster of Standing committees and asked council
members and community members to sign up for those they want to serve
on. Question was raised as to whether community members of committees
have voting power. Current bylaws don’t specify so it is recommended
that bylaws committee address this concern and recommend change.

Michael Lee, Chief Inspector, Building and Safety Department, Code
Enforcement Bureau,

5-Community Survey
Update from Cecilia Moreno on Community Survey forms turned in. Council
members are reminded to turn in forms and survey area assigned to them,
discussion, Q & A
6-Comments from stakeholders
Mr. Compton will check with VIACOM to see if they want to make presentation
at August meeting on Street furniture.
Mr. Compton reported on street signals to be placed on Broad and Ronan
Sergio Carrillo from Council office gave report on community events,
Q&A followed.
