MINUTES of The Wilmington Neighborhood Council
Governing Board
May 26, 2004

6:07P.M. Meeting called to order by Toni O’Donnell.
Toni O. introduced self and gave brief statement: “As provided by the
Brown Act, person in the audience may address the committee in connection
with any agenda item or during the public comments period. Anyone desiring
to speak please complete a speaker card and submit it to the secretary.”

2-LAPD/SLO report: Officers R Johnson gave report, Q & A
John Driscoll-City Attorney gave report, Q & A
3- Public Comment on Non-Agenda items

4- Approval of Minutes for April
5-Presentations:

(Jose Rodriguez, Beatris Ortega, Arthur Hernandez, Laura Godinez)
6-Report of officers
Chair: Toni O’ gave several reports including increasing funding for
microphone allotment.
Co-Chair: Jack Babbitt-no report
Secretary- Lucia Moreno – Correspondence- 8 letters read
Treasurer- Patrick Wilson gave finance report, balance $10,113.48
7-Report of Standing Committees:
Executive Committee: Toni O’ gave microphone to Maricela Caraballo
of elections committee to update on elections for Stakeholder and Member
at Large. To be held June 15th, and Toni O” assigned committee chairs
who will need to turn in report for next meeting. Reminded everyone
about need for outreach for elections
PCAC: Donna Ethington gave report and informed that Ken Melendez is
new Chair.
Land Use: Skip Baldwin gave report on meeting held and topic of “Mcfarland
Homes” which Land Use Committee recommends to WNC to reject request
for variance. Presentation on homes given by representative of project
and Lucia Moreno-Linares gave brief overview of past history of this
project. Discussion held, public comment was taken and all who spoke
were in opposition to variance with exception of more person who supports,
more discussion. No action was taken.
Break
Finance: Pat Wilson gave report, needs suggestions for projects to
fund.
Transportation: Donna E gave report and presented motion from committee
for WNC to endorse in concept, the proposal for a Wilmington Based Metro
Gold light rail and that the WNC work with 15th District Council office,
the MTA, State and Federal delegates for its support. Discussion, Public
comments, vote, 17 YES, 2 Abstain, Passed
Public Works: Cecilia Moreno gave report from their meeting and said
they are discussing no fencing around the whole Banning Park, but maybe
looking at just fencing for mansion. Next meeting 12 noon municipal
bld.
