MINUTES of The Wilmington Neighborhood Council
Governing Board
January 22, 2003

6:08 P.M. Meeting called to order by Toni O’Donnell.
Patrick Wilson led pledge of allegiance.
Toni O. introduced self and gave brief statement: “As provided by the
Brown Act, person in the audience may address the committee in connection
with any agenda item or during the public comments period. Anyone desiring
to speak please complete a speaker card and submit it to the secretary.”
1 - Roll call of Members
12 present at call, excused Dan Hoffman, Ray Madrigal (Attendance sheet
attached).

LA Police Dept. community update by Officer Mathias, Johnson, and Pinto,

Cathy Beauregard-Covit on watershed workshop-DWP to educate on storm
drains

Report of Officers
Chair-Toni O gave report on communication and commented Matching Fund
grant training, Alliance mtg., and dispute resolution program.
Vice-Chair- Gary Kern, no report
Secretary’s Report- Lucia Moreno-Linares reported on correspondence
received. (1)
Treasurer’s report- Patrick Wilson reported that account has been opened
at Bank of America and check for $1000 from Council office has been
deposited. Current balance is $912.29 after paying monthly bank fee
and check order.
5 - Presentations of Elected officials and representatives
of city departments
· Abby Zimmerman from Mayor Hahn’s office and Donny Brooks gave report
on Teamwork LA and NEAT. WNC needs to choose representative for and
alternate for Federation of NC’s
· Mike Gregson from Housing Department gave report (213)367-9437 to
report blighted homes give ph# address.
· Mark Lewis, DONE (department of neighborhood empowerment) representative
reported on treasurer training coming up A followed.
· Evelyn Fierro from Congresswoman Jane Harman invited all to open
house sat Feb 1st at municipal bld.
· ACTA-Manny Hernandez gave report A followed
Break
Committee Reports
PCAC report: Toni O’ reported on PCAC mtg attended, including new subcommittees
being formed.
-Donna Ethington gave her report
Land Use/Planning report: Gary K gave report: Banning Estates/Las
Flores Developer and neighbors have come to an agreement on 14 homes
instead of 18. WNC to forward recommendation to Councilwoman Hahn with
support for agreement. WNC also to forward recommendation on monopole
to have landscaping.
Finance Report: Patrick W reported on Jan 13 mtg. and recommends that
WNC adopt a Fiscal year of July to June like the city has. MSA Patrick
W/Dennis McCarbery to adopt Fiscal Year same as LA city, July to June,
discussion, vote, unanimous
MSA Patrick W/Dennis M to approve $400 for office supplies and $100
per month for office operations, discussion, vote, unanimous.
Public Works: Cecilia Moreno reported on 1-20-03 mtg. and passed out
worksheet to be used for Wilmington needs survey. Recommendations for
improvement given will be included in next months report including what
areas are to be covered by what members.
Transportation: Donna E gave report on traffic study done by PORTLA
Residents: Donna E gave report on mtg. held with resident groups and
John Lampert for Pride Day, presentation. All members asked to help
identify neighborhood that has 10 homes near each other to get repairs.
Please bring addresses for next meeting.
Unfinished business:
Teamwork LA needs representative from WNC for federation. MSA Dennis
M/Lucia M that WNC chair should hold seat of WNC rep, discussion, more
nominations, Cecilia Moreno and Donna Ethington, Chair declines, motion
dropped, Vote , Result Cecilia M will be WNC rep, and Donna Ethington
is Alternate rep.
ACTA (alameda corridor transportation authority) discussion as to whether
WNC should have a rep that regularly attends ACTA meetings, Cecilia
M volunteered to go to Feb 03 mtg., agreed that different council members
will take turns attending meeting.
DONE: questions as to whether they had accepted our bylaws and conflict
policy. Toni O’ will follow up.
