October 25, 2004 Meeting

Minutes of the meetings of August 30 and September 27 were tabled until
the November meeting for lack of quorum.
Donna reported that she had emailed the letter to CalTrans with the
committee’s comments on the SR 47 to committee members for review
or revision.
Pat questioned why it would go to CalTrans but the letter refers to
ACTA.
Gwen said CalTrans and the DOT, Federal Highway Administration (FHA)
were the lead agencies and ACTA were responsible for community outreach
and building the project.
Lou said reference to ACTA throughout the letter was fine and suggested
copies be sent to ACTA and the FHA also.
The committee reviewed the draft letter requesting a meeting with Councilwoman
Hahn regarding community concerns over BN&SF operations.
LaDonna said she appreciated this action and felt it was far more productive
than drastic motions. She said BN&SF can do a lot to resolve the
issues, but not everything. A meeting would bring everyone to the table
to see what they can or cannot do. She said there are two primary issues,
hazmat and blocking the grade crossing. In regard to trains blocking
the crossing she feels it needs a call to action by the Councilwoman.
She requested clarification on what the committee was asking in regard
to storage of hazardous materials.
Donna said what was intended was to see if there is another location
that could be used for storage of petrochemical tank cars to resolve
that question. She said she would propose that the WNC Transportation
Committee action letter that says we are addressing the concerns replace
the proposed WWD subcommittee motion to remove the McFarland line.
LaDonna said she has a couple of ideas for L Street and would like
to discuss it with the Council office. Approval for implementation would
have to come from BN&SF top management. She suggested other discussion
items might include landscaping, improved signalization and a pedestrian
overpass and how that might be funded.
It was decided that the letter would be revised through emails to the
subcommittee. Jack would revise the request for a meeting and LaDonna
would summarize the concerns for discussion. The final approved letter
would be mailed to the Councilwoman and a copy faxed to Sergio.
The committee made several revisions to the PCAC Traffic Subcommittee
Draft Rail Policy motion that amends the Rail Policy Resolution approved
by the Board of Harbor Commissioners in August. The original and revised
motion will be presented as an informational item on the October WNC
agenda with any comments or revisions and final approval to be made
at the November WNC meeting.
Miguel Lopez, Teamsters Port Division representative distributed literature
and asked for support that would require drivers handling hazardous
materials to be properly licensed.
Lou said the ACTA container study had not yet been released.
